AP-200 — Division Assurance – Education Plan & Results Reporting

Background

Three-Year Education Plans (Education Plans) and Annual Education Results Report (AERR) are products and evidence of a continuous improvement process and are core documents for demonstrating accountability and assurance. The Education Plan sets out what needs to be done, including determining priorities, outcomes, measures and strategies that will be implemented to improve results. The plan does not identify everything that the Division is doing, but rather includes priorities that require focused attention. The Annual Education Results Report provides the results obtained from implementing the plan and actions taken to meet responsibilities in key assurance domains.

Planning and reporting processes are essential for focusing efforts to improve the quality of education provided to students. Under the Assurance model, meaningful and ongoing engagement with school community stakeholders is key to developing and advancing community understanding of the Three-Year Education Plan, Annual Education Results Report, and the daily work supporting the plan.

The Education plans and AERR align with the Division's Assurance Framework Policy 101, the Grasslands' Strategic Plan, and with the requirements of Alberta Education's Assurance Framework as outlined in the annual Funding Manual.

Procedures

1. Education Planning Guidelines

  1. Education Plans will be part of a continuous improvement cycle including four key components:
    1. Explore: Involves accessing, analyzing and interpreting accurate and relevant data and, identifying and understanding an issue, concern or problem. Key question: What is going on here?
    2. Develop: Involves identification of a problem or challenge that can be addressed; identification of potentially successful strategies to address learner-centered problem/challenge; and developing an action plan. Key question: What needs to be improved? How?
    3. Take action: Involves learning as you implement the plan and making adjustments through formative feedback. Key question: How are we 'actioning' the plan?
    4. Evaluate: Involves evaluating the impact of the plan. Key question: Did our planned strategies have the desired outcomes? Why? What next?
  2. The Education Plan shall be kept current to ensure focused, effective change and improvements.
  3. The Superintendent or designate shall provide progress reports on the Education Plan to the Board of Trustees as deemed necessary.
  4. The Education Plan shall be updated annually with provision for ample opportunity for input and meaningful involvement by persons from stakeholder groups.
  5. The Education Plan shall be accompanied by the annual budget.
  6. The Superintendent or designate shall present the Education Plan for Board approval and ensure it is submitted to Alberta Education as per designated timelines.
  7. The Superintendent or designate shall distribute the Board approved Education Plan and make it publicly available on the Division website.

2. Annual Education Results Report (AERR)

  1. The Annual Education Results Report will be completed on an annual basis.
  2. The Annual Education Results Report shall include:
    1. Information regarding progress toward meeting the goals and objectives established within the Division's Strategic Plan and Education Plan;
    2. Results on mandatory measures and optional measures gathered through the year from such activities as ongoing reviews, evaluations, surveys, planning sessions and focus group discussions.
  3. The Superintendent or designate shall present the Annual Education Results Report for Board approval and ensure it is submitted to Alberta Education as per designated timelines.
  4. The Superintendent or designate shall distribute the Board approved AERR and make it publicly available on the Division website.
