AP-420 — Teacherages

Background

Grasslands School Division maintains a number of teaching residences in several communities. These are rented in accordance with the terms specified in the rental contract at rates set by the Board of Trustees.

Procedures

Keys

When vacating teacherages, the key will be returned to the Division Maintenance Office. If keys are not returned, the cost of new locks and installation shall be deducted from the security deposit.

Grounds

  1. Tenants are expected to maintain the grounds in an attractive manner.

  2. The Division will provide grass seed, fertilizer, shrubs, and topsoil should a tenant wish to improve the landscaping around the residence. Any plans for minor improvements to the landscaping must receive the prior approval of the Manager of Facilities and Maintenance.

Maintenance

  1. The Division assumes the responsibility for maintenance of plumbing, heating and major appliances which it has provided.

  2. The exterior of teacherages will be maintained at the discretion of the Manager of Facilities and Maintenance.

  3. In general, the interior of the teacherages will not be painted by the work crew more frequently than once every three years of occupancy

  4. Teacherages must be left in a tidy, clean condition. The Manager of Facilities and Maintenance or designate will check all teacherages and appliances immediately after the teacherage has been vacated to determine that they have been left in the proper condition. Security deposits shall not be refunded until such inspections have been completed and the report from the Manager of Facilities and Maintenance has been received at the Division Office.

Utilities

The Division attempts to have all tenants billed directly for utilities. When this is not possible, appropriate deductions will be made in addition to the rental charges in order to cover the costs of these utilities.

Rental Rates

  1. Information concerning rental rates can be obtained from the Division Office. Notices of changes (if any) in rental rates for the following year will be made by May 31.

  2. Staff will sign the appropriate authorization form and will have rent and security deposits deducted from their current pay cheque. Other tenants paying directly will be required to pay rent and security deposit in advance.

  3. Contracts will be drawn up with all tenants, which will set out obligations, penalties regarding the upkeep of the premises and the amount of monthly rental.

  4. A copy of this administrative procedure is to be attached to each rental contract.

Deadline For Vacating Teacherages

  1. Tenants who plan to vacate a teacherage during the summer are requested to vacate by July 15, in which case rental charges shall be adjusted accordingly.

  2. Tenants who are absent during summer holidays but have not vacated the teacherage will continue to pay rent until such date as the teacherage is vacated. A teacherage is not vacated unless all personal belonging are removed.

  3. Tenants shall not be allowed to move from one teacherage to another until teacherage requirements for the coming school year are known. Requests to transfer shall be made in writing to the Manager of Facilities and Maintenance.

  4. Teacherages not occupied by September 15 will be considered vacant. Teacherages which are vacant after September 15 shall be open for public rental. If required by a staff member at any time during the year, the normal termination of contract shall apply, as per the Landlord & Tenant Act.
