Guidelines
Given the conditions specified within this procedure, schools may charge fees for alternate programs to recover some or all of the non-instructional costs of alternative programs. Fees may also be charged for rental of equipment/facility required for an alternate program or option course, or for purchase of materials that students retain after a project has been completed.
In order to provide for consistency throughout the Division, no basic textbook/instructional fee shall be charged in any Grasslands schools. Other fees may only be charged after approval by the Board.
Procedures
The school division will cover basic student accident insurance for all students.
The principal may assign fees for specific school-related activities such as field trips, sports teams or extracurricular clubs on a cost recovery basis in consultation with parents of students involved
Any fee(s) charged for courses/options must be approved by the Board prior to being included in student fees. This includes revisions to existing fees.
Prior to proposing a new or revised fee, the principal must consult with school council regarding the reason for the proposed new or revised fee, the amount of the fee and the intended purchases from the fee revenue.
When a new fee is suggested for the upcoming year, the principal shall provide a rationale to the Board prior to April 1st and a decision will be reached by the Board, and communicated to the principal, by May 1st.
The principal is responsible for publishing the fees on the school website. A copy of the schedule of fees shall be sent to the associate superintendent, business services.
The principal is responsible for the collection of fees and the issuance of receipts to students or parents. Depending on the type of fee, the principal shall remit the revenue to the associate superintendent, business services, or provide an accounting of the funds through the School Generated Funds system.
Fees must be used for the stated purpose. Unless specifically stated to parents prior to being charged, that unused fees will be used for another purpose or carried over to the next year, unused fees shall be refunded to the parents or students who paid them.
If financial circumstances warrant, a parent may apply annually on the Fees Exemption/Payment Plan Form for an exemption from some or all of the fees, subject to the approval of the principal and associate superintendent, business services.
The principal may arrange alternate payment schedules for parents in order to accommodate varying circumstances for individuals.
If, after three attempts, the principal is unable to collect program or course/option fees from a parent or independent student, or arrange a payment schedule, the principal will complete the Fees Exemption/Payment Plan Form for approval from the associate superintendent business services.
Students must return all textbooks and loaned resources or equipment at the end of the school semester or term in order to avoid charges.
Textbooks or other items that are lost or willfully destroyed by a student must be paid for by the student or parent. The charge will be based on the condition of the textbook or other item at the time of issue to the student and recommendations by the principal.
Any disputes or concerns regarding school fees will be handled as per the Guidelines and Procedures in Policy 910 Appeals Concerning Student Matters.
