The Board of Trustees of Grasslands School Division shall appoint an individual to the position of Superintendent of Schools and shall enter into a written contract with that individual.
The Superintendent of Schools shall be the chief executive officer and chief education officer of Grasslands Regional Division #6 and is responsible for the total operation of the school system in a manner which is consistent with the School Act and subsequently the Education Act, Alberta Education procedures, and Grasslands Division policies and administrative procedures, and is accountable for the foregoing to the Board of Trustees of Grasslands Regional Division #6.
SUPERINTENDENT ROLES AND RESPONSIBILITIES:
1. EDUCATIONAL LEADERSHIP
The superintendent shall:
1.1 Ensure each student is provided the opportunity to achieve optimum learning.
1.2 Provide leadership in all matters relating to education in the Division.
1.3 Facilitate students' access to services and programs consistent with achieving provincial and school system goals.
1.4 Implement educational policies established by the Minister.
1.5 Develop a school system culture characterized by shared values and beliefs, and a collective vision that focuses on student learning.
2 FISCAL RESPONSIBILITY
The superintendent shall:
2.1 Ensure the fiscal management of the Division by the Associate Superintendent Business Services is in accordance with the terms or conditions of any funding received by or allocated to the Board under the School Act and subsequently the Education Act or any other applicable Act or regulation.
2.2 Ensure the Division operates in a fiscally responsible manner, including adherence to recognized accounting principles.
2.3 Manage the operations and resources of the Division in a manner that creates a responsible and responsive environment.
3. PERSONNEL MANAGEMENT
The superintendent shall:
3.1 Have overall authority and responsibility for all personnel-related issues, except for the development of mandates for collective bargaining and those personnel matters precluded by Board policy.
3.2 Provide leadership in the development and sustained implementation of effective staff recruitment, selection, development, supervision and evaluation of staff.
4. POLICY and ADMINISTRATIVE PROCEDURES
The superintendent shall:
4.1 Provide leadership in the planning, development, implementation, and evaluation of Board policies.
4.2 Develop Administrative Procedures and keep them current.
5. SUPERINTENDENT/BOARD RELATIONS
The superintendent shall:
5.1 Recognize and respect the Board's role and responsibilities.
5.2 Establish and maintain positive professional working relations with the Board and all its members.
5.3 Keep the Board informed of all school division matters, especially controversial and/or highly sensitive issues, in a timely and appropriate manner.
6. STRATEGIC PLAN
The superintendent shall:
6.1 In conjunction with the Board, develop and implement the planning process including the development of short-term and long-term strategic priorities and key results.
6.2 Lead the Combined Three Year Plan/Annual Education Results Report including the implementation of Division goals.
6.3 Report regularly on results achieved.
7. ORGANIZATIONAL MANAGEMENT
The superintendent shall:
7.1 Demonstrate effective organizational skills resulting in Division compliance with all legal Ministerial and Board mandates and timelines.
7.2 Report to the Minister with respect to matters identified in and required by the School Act and subsequently the Education Act.
8. COMMUNICATIONS AND COMMUNITY RELATIONS
The superintendent shall:
8.1 Take appropriate actions to ensure positive external and internal communications are developed and maintained.
8.2 Understand and respond strategically to internal and external influences in education.
9. ETHICAL LEADERSHIP
The superintendent shall:
9.1 Model and inspire ethical behaviour that honours the principles of integrity, objectivity, and protection of the public interest.
